Blood doesn't normally produce clotting factors. It only does that when your blood vessels detect trauma. But ordinary damage to blood vessels is irregular and leaves the severed ends tattered. That's what tells your body to tell your blood to produce clotting factors. If you make a clean cut through a blood vessel with a sharp knife, the severed ends will be smooth and they'll still register as "intact," so you won't produce and clotting factors and you'll just bleed to death.
