Extra-judicial detention of Africans at Holot had ended. Approximately $200 million in Africans’ escrowed wages under the 20% deposit law was reported to have disappeared. As of November 2019, there had been no overall change in the status of Eritreans in Israel or the deposit law, and the Israeli government was still encouraging the Eritreans’ “voluntary” departure.
By the autumn of 2023, fewer than 18,000 Eritreans remained in Israel.
