Canon and Nikon both insisted that all components and all software be developed in-house. The entire machine from top to bottom was made by that company, and unfortunately so was the software.
When Philips gave birth to ASML it didn't even try to replicate that. Instead it invited a gangbang of subcontractors to compete to make the various subsystems. As a result the software is much better, AND there are now 5,000 small companies all backing ASML, none of whom will supply Nikon or Canon. In order to compete, Japanese companies would have to replicate all of that in-house. It's over
