so basically ppl who need to count with their fingers can do so beyond the number 10 and it takes 4x longer for everyone else

I think it is useful and important for kids to go through the exercise of the second way to see how it works, how ones become tens, etc. Maybe spend a week on that.
But they should learn the faster way once they understand the concepts and use that method going forwards.
