Virtually every statute we have on this seems to assume that if the POTUS is commanding the National Guard within a state, the governor of that state has asked for help. No one in Congress ever imagined a scenario where the governor is saying "we don't need help" but the POTUS is deploying the NG in that state (http://www.autoadmit.com/thread.php?thread_id=5787602&forum_id=2/#49358728) |
