This bitch replies but I cannot understand in Google translate if she's saying I must have the diploma. It sounds like it? Or actually she is just repeating what i told her that I can only provide the transcript?

She probably thinks your transcript is evidence of a qualification (which is basically a set of courses) but not a degree/diploma. Usually photocopies of diplomas are acceptable so you might try sending her the photo of your diploma. If the photo is really bad you can possibly clean it up with some kind of image processing software.
The alternative is to try to get her to understand that the transcript shows evidence of the degree, but it's probably easier to just send the photo of the diploma if she'll take it. You are most likely dealing with a clerk, so the less thinking you require of her the better, and even if you get through her with the transcript, the next bureaucrat up the line may toss it back.
When in Sichuan, etc.
