Geithner literally held junior treasury roles before becoming treasury secretary, and also worked at the Fed. Mnuchin had extensive investment banking experience. Paulson was the CEO of freaking Goldman Sachs. Hedge funds are very different from investment banks. They aren't client-facing, they aren't government-facing and they don't require or reward almost any of the same skills. Investment banks offer financial services to the most important businesses in America and the world and their work is very collaborative and public. Hedge funds look for opportunistic bets. Their work is private, more narrow in scope and more predatory in nature. Hedge funds are great and some very intelligent people work at them, but they do not inherently qualify one to manage the treasury and negotiate with trade partners.
