Trump would like to remove FEMA from the process and provide the funds directly to local governments. FEMA doesn't actually manage emergencies. They come in later and pay bills and to some extent bring in outside resources. Functionally that's it. Outside of that they're just there taking a cut of the funds and slowing down the process.
