Microsoft makes NO MONEY off Windows. It doesn't matter if it's a monopoly, it's not a profitable one. It doesn't drive customers toward MS cloud products (though it tries to).
Because of this, Microsoft has no real incentive to maintain it properly. It can get fucked by 0-days for a long time before MS fixes it, and the fixes don't install properly half the time, so all these computers are still sitting out there nekked even though MS pushed a patch six months ago.

Install Proxmox or something on the PC where you want to install Windows. Hook it up to your network, go into the hypervisor/VM manager, and install windows on THAT pc using the web browser on your laptop or whatever computer you normally use to run windows.
Then, on your laptop, use Windows Remote Desktop to connect to your "server" where Windows is running in a VM. If you need access on-the-go, install Wireguard or Tailscale and it will be just like you're on your home network, even if you move to China. You can probably get by with Openvpn too, I just never fucked with it.

So it's not an issue to activate Office in VM. I just verified. The only issue is that MS considers it a separate PC. So if you have a license for only one PC, you'd have to use it on the VM.
A better move might be just buy an old version of Office that doesn't run off the cloud. No idea what version that would be, but you can probably get an activation key on gray market sites like whokeys.

if you're friends with a ms employee, they can give you a f&f code and you basically get $250 of ms licenses for close to 'free' (employee price). pays for office 365 for a year, xbox games, etc.
