I don't know who "we" is but many jurisdictions still pursue a "no fire ever" fuckery mentality. This wrong-headed way of thinking isn't unique to CA and there are reasons it hasn't been easy to just convert everyone back over to doing consistent fuel cutdowns and controlled burns. I do think the direction is going in the right way tho, maybe we just need a few more city-ending fires to really get the message across.

Definitely a factor. Weirdly there is some environmentalist opposition to it too (wonder how they feel after burning to death) because of the concern about emissions. NIMBY/property owner opposition by narrow vested interests too. It's the exact situation where you need the Leviathan to come in and say "sorry, but we need to do this for net social benefit regardless of all you fags."

Have you been to SoCal, or flown over it? The chapparal grows to burnable conditions in five years, and short-period "stand replacement" is its natural state. The only "solution" would be to just remove all the vegetation and leave barren hills that would then turn into mudslides.

You need to wait until the weather forecast is 3-4 days of marine layer, cool temps, morning fog, etc., and then do controlled burns.

You don't even have to burn much of it. Just a swath whatever width is needed to prevent getting to structures. Like you just burn a perimeter around populated areas and let the rest stay wild and burn naturally
And if libs are scared of controlled burns you can mulch all the vegetation/wood etc and it adds organic material to the soil and holds moisture better, its just more expensive. Run one of these
