All nominations go through the Senate, not the House. The Senate Justiciary and Foreign Relations committees have more control over DOJ, courts and foreign policy than their House counterparts by a longahot. The House is more likely to have in-house expertise in any given matter though, simply because it has >4x as many people, so if a bill involves something technical/scientific, there's probably one dood in the House with a PhD on the topic but no one in the Senate will understand it Same with military and intelligenceshit. Dat IQ gap gives the House an edge in developing legislation.

Other things to consider: Senators have to run statewide elections, which are expensive af. They are more corrupt on average simply because the jerb requires it. On the other hand, six years is a long time in office. Once you get in, you already know the person in the oval office probably won't be a player by the time you come up for re-election. There's a kind of independence that comes with that. The House has to deal with that election shit every two years. Every single member, every two years.
