This is probably the best solution for the Fluoride Question and the latter part is not a bad answer for much of what plagues the United States in general. Actually embracing states rights on a variety of topics will lower the temperature pretty quickly and slowly help to bring back regional identity in the US
Not federal but statewide mandates in several states. Law aside there is a lot of power that these state organs have simply by setting the tone and determining what is or is not on the agenda for discussion
Talking about at the county/service area level
I don't feel strongly about fluoridation either way; there are costs and benefits with or without and so it seems like something that should just be left up to the individual communities themselves
