macau has a subway line, and it only has around 700K people in the city, but it's part of the much larger pearl river delta region, so it's hard to say if it should count or not.
china has built a shitload of urban rail systems over the past couple decades. i'm not sure what the smallest city with a system is, though.

You have to count the whole metro area population for the question to make sense.
Tyne and Wear metro (Newcastle and Sunderland, UK) has an underground component, and the Metro area population is about 1.1 million.

Buffalo is similar - partial underground and 1.1m in metro area
I assume there’s some smaller Euro city with one, though (although kind of BS because those cities mostly have suburbs or other cities right on top them)
I don’t think it’s China because they have so many cities >1m
