Imprison 10M recidivists who simply cannot and will not ever be productive
Another 10M just seem hellbent on dying of opioids or obesity or mental illness and are wards of the welfare state. Let them just wither peacefully off. Remove the safety net and they go into darkness. These obviously overlap with the 10M prisoners, but so long as they do not commit crimes, leave them be. They sort themselves out one way or another.
