didnt read the article, but i dont think the picture is that damning.
There were like 8-10 million people in nyc that day, and by noon everyone was sent home from work / school, and for a while the trains and buses werent running.
I dont think schools opened until friday, idk about work.
there were several days, including that day, that millions and millions of people just were standing around, looking at the smoke plumes, watching fighter jets overhead. There was also a massive loss of cell phone connection as the wtc tower covered much of manhattan.
the internet barely existed, so your choices were either to watch tv or stand around outside
