They had a drone following Manny Diaz's car. They could have just followed that car all the way to the cartel leader/jefe's house and then dropped a bomb on that mansion.
Why even send a Colombian sicario in there to murder a shitton of people? Bomb would have been cleaner

Presumably they wouldn't be able to cover up a bombing on foreign soil and make it look like a "legal" operation like they were trying to do with the Colombian sicario.
