You may want to update your assessment of land values in a location where every house burned to the ground and fire insurance is no longer available. But yeah a bunch of these people will use insurance proceeds to buy a house in a place with rain and be like “wow holy shit this $2M house is nicer than my $4M LA house plus not on fire!”
