Parts of Texas are also hurricane/flood prone.

Most of the Southeast experiences powerful hurricanes, basically everything from Louisiana up through North Carolina.

The Great Plains experiences tornadoes, though not as frequently as the above issues.

Pacific Northwest has Earthquakes.

So is the Northeast/Mid-Atlantic/Northern Midwest the cr?

generally the areas that have the crappiest weather year round have the lowest probability of catastrophic events. I would probably lump Pacific Northwest into the "safe" grouping but otherwise cr.

Big one off the coast doesn't hit Puget Sound bad at all. That fault is every 500-1000 years. There is a Seattle fault in Puget Sound that fucks the city but it has a 10,000 year range.

You need to control for climate, don't want oppressive winters or summers. Missouri, southern Illinois, southern Indiana, southern Ohio, Kentucky, Tennessee are probably the best of all worlds. From there it's personal preference.
