Almost positive that 5 SCOTUS justices (probably 7) would hold that any attempt by Congress to eliminate a district court because they don't like its rulings would be a violation of separation of powers. Even assuming there aren't 2-3 Republicans in the House to vote against such a bill.

But the fact that this is even being proposed is just another sign that democracy in this country is crumbling. Which is all fun and games when you're in the party exercising power, but I think the era when Social Security will be fighting for survival in a few years will be a favorable political environment for Dems.
