The DA didn’t prosecute so they filed the civil suit on the theory they were afraid of getting arrested again.

Lawrence didn’t really want to file the suit because he wasn’t fucking in the first place. But the lawyers said he needed to do it because they were like the only people who would ever be able to challenge the law.
