Refinish. New floors mostly suck. How to refinish is another matter. I like old school stuff and a lot depends on what type of wood (pine, oak something else). I did duraseal (naphtha based stain) and waterlox (high VOC formula) both illegal in most places. If the floors don’t have poly on them now, you can in many cases simply clean, restain, and recoat (boiled linseed oil or 100% tung oil are great for refinishing existing original floors).
You need to figure out the cause of the squeaks. 90% of the time it is not the top floor, rather it is the subfloor or joists. Even if the top floor is making the noise it is because of flex under it. Some liquid nails between the joists and the subfloor fixes a lot of sins. Jack and sister any sagging spots, column if needed. All fairly straight forward stuff, but finding the issues is the biggest problem.
