comes down to local ordinance. in 1988 supreme court case frisby v schultz, the court upheld a local ordinance prohibiting such protests edit: but there is a federal statute prohibiting protests with the intent of influencing justice, so you can't do it in front of a judge's house

no, I sincerely think that a protest in a public space in front of a commercial area like a business, is protected free speech. But all that said, it's the local police who determine how laws and rules will be enforced on the ground, so I can't say it with 100% certainty
