what you think of as "smart money" is really just uber rich people paying white-collar wagies 7-8 figure salaries to be fully invested with leveraged positions before pulling their capital when things start to look dicey. the managers are just as much strategy salesmen as they are "investors" and if/when the fund goes under they are still much richer for having taken 2 and 20 for x years before it all went to shit. and the backers just move on to the next guy.
or they are pod shops that forcibly liquidate their managers whenever they decline by y%.
"smart money" is mostly dumb rich money run by salesmen or other managers who are paid to run specific strategies and forced to liquidate arbitrarily. it is not how "smart people invest."
