Yes, based on what we know about the Roman judicial system, the Temple authorities would have had put a LOT of pressure on the Romans. This was a once in a century ask, not something you make a regular habit. The Romans had to be convinced that what Jesus was up to was genuinely sinister or subversive on some level. They had to see a threat to the social order.
