You need to locate and personally hand deliver a letter to one of the top 10 leaders, as of the time of delivery.
You have 30 days to do so. If you're successful, you get $10M. If you're not, you don't lose anything, except that whatever happens while you attempt to deliver the letter really happens.

You're still there in the room with that leader as you were the moment before you delivered the letter.
The letter contains whatever you want. Maybe print out your favorite hadith for him.
Too bad if he drops out before you get him the letter. On to the next one. Once he takes it, he doesn't have to open it. That's up to him. You still get the money once he takes the letter. |

In terms of what's in the dossier, it'll be what US and Israeli intelligence have about those 10 real people. I don't have any way to assess how accurate that info would be. |
