What is the purpose of sampling a bottle of wine at a restaurant?

Referring to that practice of the waiter pouring a small amount of the bottle out for you to examine, smell, and then drink as a test. If you don't like the smell or taste, can you just say, 'no, I don't want this'? Do they bring you a fresh new bottle without charging you for the first one?
I'm a prole who makes 50k/year so please explain someone.

when I worked for a LOLFIRM the jew partners took us to some holiday lunch. MainJew ordered a few bottles, some of them were not consumed by the table, and he very shrilly called the waiter over to ask that the opened, undrank bottles be taken off the bill.
Waiter demurred, but MainJew insisted on a manager. Finally, the manager said they would use the opened bottles as "house" behind the bar, and so would only charge us a nominal fee. MainJew was irate that he had to pay anything because they were going to resell the stuff.
i really think jewish kids grow up seeing their parents absolutely jew restaurants out of profit and its all perfectly normal for them. They do this at hotels, too.
Saw a jew immediately insist that his room be changed -- too close or too far from ice machine cant remember -- and I was astounded that that's even something people do

cultural braindrain the farther they depart from their roots
they (and their grandchildren) won't be able to attain the same level of jewiness as their parents
their parents would have jewed their way out
they're charged a nominal fee
their children will be laughed out of the sloptrough

whites just dont have the genetics/culture to tell the jew no.
we will keep the customer happy, and swallow the loss, and try to recoup something on the bottle by selling it behind the bar.
its a fatal flaw open to being exploited. We generally trust each other and figure its best to work together.
whether an hispanic or indian (lol) or arab restaurant manager will think like that.... doubtful

My prole dad sends back a bottle or two of wine a year after testing it and tells them it’s “gone bad.”
He’s gotten in arguments but has never ended up having to pay for the wine. I’ve told him he shouldn’t do this but he told me I don’t know shit about wine and should shut my mouth. He also said they write this off all the time and this sort of thing is built into the price of the wine.
I do love that man.
