Basically, Pakistanis were involved at all levels, including the police and town politicians/authorities who covered it up. They were often related.
Its previously been pitched as white Britains were called racist and got scared so didn't pursue them. That's only part of it. The other part is that Pakistanis infiltrated every level to allow and encourage it to continue.
The other part is that Pakistanis allied with leftist groups there to attack anyone who blew the whistle, filed a police report, tried to get the issue attention.
