this is why difficulty scaling based on level is flame. either the game becomes too easy if you build optimally or the game locks any build outside of the optimal builds unusable.
it also ruins any sense of progress. enemies should go from impossible to beatable to trivial in different areas so you get a sense of your character growing. if all the worlds enemies are scaled to your level everything feels stagnant.
