No it didn't. It failed to find evidence sufficient to support the charge, which is significant for such a long and well-funded investigation, but it did not totally exonerate him. |

You could make the argument that if Mueller investigates two charges, says Trump isn't exonerated on one, that tends to suggest that Mueller considers him exonerated on the other, but I think that's twisting the meaning of the word. |
