Without the funding an org or state govt granted funding through an act of Congress could suffer irreparable harm, so the court paused the pause.
Also POTUS gets to choose whether to sign off on acts of Congress but when they do there’s nothing that allows them to revoke their signature or the signature of a prior potus. At that point the potus’s duty is purely ministerial, ie to deliver the funds to where they go. |
