if you level alchemy too high, or speech too high, the enemies are overleveled for your combat skills. you also can't specialize in 2 combat skills. if you're trying to play a fighter/mage, enemies will be too powerful for each individual fighting style. you have to go all-in on one fighting skill.

Skyrim is quite easy if you don't intentionally gimp yourself. You still have a lot of tools - charged items, shouts etc. People do "pacifist" runs where they never attack anything directly.

this is why difficulty scaling based on level is flame. either the game becomes too easy if you build optimally or the game locks any build outside of the optimal builds unusable.

it also ruins any sense of progress. enemies should go from impossible to beatable to trivial in different areas so you get a sense of your character growing. if all the worlds enemies are scaled to your level everything feels stagnant.
