Correct; depends on state law. This wasn't an issue pre-pandemic since the volume of mail-ins was too low to matter (except in Florida, which changed its laws after 2000).
When the GOP controls part of state government they're probably not going to allow the law to change without demanding reasonable concessions on voting, which Dems of course will not give. So that's why some states like PA haven't changed their laws yet.

The only state where this is a huge problem is Pennsylvania. Democrats pushed to allow them to tabulate them beforehand like Florida does, but GOP rejected that idea in 2020 (presumably so Trump could push his conspiracy theories when massive ballot results dropped in the middle of the night).
Michigan has democrats in control so they changed the law to be more like Florida.
Wisconsin said they'll have results much sooner this time too.
Pennsylvania will be slow but not as skewed as last time because Pittsburg and Philly hired more people and said they will have most of the early ballots counted within a couple of hours of poll closing. So this time you will probably see Democrats take a wide lead early in the night as oppose to what happened in 2020.
