In legal writing you're supposed to surround informal speech with quotes. "Common sense" originally referred to the mental faculty by which impressions created by data from more than one sense are formed. For example, you can get ideas about size through sight (looking at an object), by touch (feeling an object), and by hearing (louder and lower noises are often created by things of bigger size). So size as such is properly an impression of the common sense. "Common sense" meaning "conventional wisdom" is just a slang term.

thanks. but common sense is not a slang term and the quote marks add a touch of confusion.

tbf, i’m confused as to why “common sense” would be particularly enlightening here as opposed to established canons of interpretation, as well as why any law that establishes reasonable methods of ensuring vote security would ever fly in the face of “common sense.”
