Japan and Singapore are good choices but they still have too many people. Even if the quality of the average person there is higher than elsewhere, you still run the risk of hitting a kid or a real idiot who is still a citizen. I think that's almost nil in Vatican City. Maybe some of the support staff there have families and kids and so on, but I assume they're just Italian citizens or similar who happen to live in the Holy See, not actual 'citizens.'

They may also be marginally more likely to pray for help on the problem which on the extreme margins could help.

Also, just to say it, Vatican City is 95% male in terms of citizenship (I assume the women are either Swiss Guards or maybe married to them).

The most important thing is that there's no risk you'll hit a child when you run the randomizer--even in Andorra or Monaco presumably there are children there who are citizens, and that's going to screw you.
