I am here for the United States of America. We will be present our opening position paper on the conference topic shortly, but for now, we just wanted to express our profound appreciation at seeing such an august assemblage eager to shore up the rules-based international order.

As a preliminary, what is our "population"? As at our founding by settlers, we are concerned about our "posterity". In many ways, a nation is akin to a club -- any club, no matter how nice its facilities, must carefully consider its membership policies if it is to remain solvent and attractive. Unlike many private clubs, however, a nation's membership requirements are unique in that they are based not just on common interests or shared values, but also on certain immutable characteristics such as birthplace and birthright citizenship. To be sure, plenty of other countries have experimented with more flexible notions of national identity -- "jus solis" (citizenship based on soil/territory), "jus sanguinis" (citizenship based on bloodlines), "jus culturae" (citizenship based on cultural ties) -- but the United States is a republic, and the power of fixing citizenship policies falls to Congress, as the lawful representatives of the people, who are sovereign residuary owners. (We read 14th Amendment as a then-present declaration as to persons then within the territorial jurisdiction of the United States, not as a prospective mandate of jus solis.) So our starting premise is that our "population" as relevant to this inquiry consists of U.S. citizens and lawful residents, who comprise the members of our national club with which we seek to perfect our more-perfect union, including through the deployment of technology in service of common interests and shared values.

The President has issued Executive Order 13769 entitled "Protecting the Nation From Foreign Terrorist Entry Into the United States", which suspends entry into the United States, as immigrants or nonimmigrants, of aliens from countries determined to pose a threat to U.S. security or welfare. The Secretary of Homeland Security, in consultation with the Secretary of State and the Attorney General, has designated Iran, Iraq, Libya, Somalia, Sudan, Syria, and Yemen as countries warranting such treatment. The Order also suspends entry of refugees into the United States for 120 days (or until such time as the President determines that adequate security measures have been adopted) and indefinitely suspends entry of refugees from Syria. The President has also issued Executive Order 13780 entitled "Providing an Immediate Suspension of Entry to Aliens From Countries With Terrorist visa overstay risk" which suspends—for 90 days from the effective date of the order—entry into the United States by foreign nationals who come from certain high-terroristic regions. Myriad other legal challenges to this order are currently working their way through our court system; we do not prejudge their ultimate outcomes but simply observe that these actions taken together give content to our population focus.

Our starting point is that technology must make us more secure – not less. For too long American companies have faced disadvantages in global markets due to restrictions on the export of critical technologies with both commercial and military applications. At the same time, our adversaries have benefited from advanced technology while adhering to norms that are inconsistent with our own values. We are committed to using all available tools to change this dynamic – including export controls and sanctions – so that America can once again be at the forefront of technological innovation while better protecting our citizens at home and abroad. We will pursue this goal aggressively but also pragmatically, in recognition that some degrees of separation between America and certain countries may be inevitable if we are to maintain our standards.

Our population focus also shines through in our eugenic natalist policies. These policies are fully consistent with our focus on ordered liberty. The attending physician or other health care professional has a duty to screen for and advise parents about congenital and genetic abnormalities (including, but not limited to, those that may be ameliorated or cured by prenatal or preimplantation therapy) that may affect the child's quality of life. But it is ultimately up to the parents to decide whether to bring a pregnancy to term -- and if so, under what circumstances. For our part, as the government most responsible for the health and well-being of our citizens, we have an interest in promoting births among those who are best positioned to care for children throughout their lives: namely, couples who are married (and thus more likely to remain together), financially secure, and themselves free from serious genetic defects. Our policies encourage these "desirable" births through a combination of tax breaks, paid leave benefits, public education campaigns on fertility awareness and family planning methods (including abortion), and direct subsidies for childbearing costs such as infertility treatments.

The new technology of genetic screening--including techniques such as GWAS---informs this eugenic focus in many ways. Using Polygenic Risk Scores, we can now get a much better handle on an individual's lifetime risk for various diseases, as well as their risks for things like cognitive decline and educational attainment. This predictive capability will enable us to more precisely target our public health interventions, and eventually even to tailor treatments to individual patients. But it also carries with it certain ethical considerations--including, but not limited to, the potential for misuse by insurers and employers. We are committed to ensuring that this new technology is used responsibly and in accordance with our values, which include respect for privacy and autonomy as well as equality of opportunity. All the same, given that demographics are destiny, we are committed to using every tool at our disposal to ensure that our population is as healthy and well-educated as possible.

The days when we were ruled by the maudlin statue of liberty poem written by a socialist Zionist are over. We are now in the business of making America great again by any means necessary. This requires that we take a hard look at all of our policies, including those related to technology, and make sure that they are serving our population correctly. We must ensure that our technologies make us more secure, not less. They should be used to help us screen for and advise parents about congenital and genetic abnormalities. And most importantly, we must use them to help us create a eugenic society continuously refreshed with healthy children who will grow up to be productive citizens. This is the age of America first, America foremost, America forever; the time of citizenism, not socialism; the opening of free markets, free peoples, free minds, and free speech.
