You should just replace the capacitor yourself. $20-$40 part that takes < $10 minutes to replace and some prolefraud AC tech will charge $150-$300+ to do.

That doesn't work, put a hard start kit on it. Use a 5-2-1 kit, the real one made by cps, not the chink knockoffs. This is like $50.

If those don't work, the problem will be harder to find/more expensive and maybe beyond your capabilities. But 75% of the time one of those two things will fix the issue and you can do them both for less than the cost of a service call just to LOOK at the AC.

Another thing you can do is turn the AC on, set temp very low, go look at the outside unit. If you hear a low electrical hum, 100% those two things will fix it. Giving the fan a nudge with a stick will likely get it going and allow you to temporarily use the AC (until it kicks off again, that's why you want to set the temp low) and would further confirm the problem.

I really don't think it's a capacitor issue unless the unit is more than 15 years old & has never had them replaced. You can safely discharge them yourself with a ~15kΩ/5W bleeder resistor in about 3 seconds.

DO NOT use the screwdriver method unless you really trust your screwdriver. I've gotten zapped really badly that way before (~300V) from a camera flash. A simple resistor at the end of a (dry) wooden dowel is enough.

I've replaced them in ACs & most recently in a computer monitor, but I also make sure my voltmeter shows no voltage across a capacitor before I even think about touching it. And just to be safe, even after a 0 reading, I use a screwdriver to be extra sure. I also do the same thing with ceiling fans etc after turning off the breaker just to make sure there really is no power.

I've lived here 3 years and my central ac hasn't head any problems. But every few months we get a note that someone is changing their "hvac" because central ac failed. Have no idea how it costs but know it causes flooding if it does.

Go check your damn capacitor. It’s not “hard to get at”. Find the part of the outside unit where all the wires go in and take off the access panel. The capacitor will look like a big battery. Without doing anything else, if see a bulge on the top or the bottom you know that’s the problem. The ends should be flat.

As posted above, just short across the terminals with a screwdriver from a to b, b to c, a to c and you’re clear. Look up the part number online and you can probably get one overnighted to you.

Call an AC guy, explain the situation, and ask what he would charge to fix it (it will be far more than the cost of the components). Call your landlord and explain that you can fix the AC without him having to call a guy for half of the price of an HVAC technician. Then pocket whatever profit and also don't have to wait a day.
