What I'm already seeing is existing projects (paid for with fed grants) are getting pulled. Usually by a program director and possibly prematurely and abundance of caution, etc. DEI is being scrubbed from just about everything.
A lot of the local programs also try and forecast, based on past DHS funding, what the next cycle will entail. So many zombie programs exist like this. I'd be worried if I depended on one of these for a paycheck. But this goes to an expectation of future funds to pay for eg Sue to manage the public education program for social justice in Oakland. She is paid from a prior grant year but her position only exists because they expect future funding. She might have a career service position, but once her grant is pulled the local justification cant just stay paying for her. So that job is gone. Same with a million other positions. So yes, this is a big deal for programs that depend on federal grants. Telling them Hawaii judge will save them eventually is not a great message.
