The city Department of Education has told about 45 families zoned for PS 199 on West 70th Street that the high-performing school has no room for their kids — and to enroll them instead at low-performing PS 191 on West 61st Street.

Disappointment turned to outrage when the state Education Department posted its 2015-16 list of the most dangerous schools. The state cited 97 “violent and disruptive” incidents at PS 191 in 2013-14. These include four sex offenses, two arsons, 12 assaults with physical injury (four with weapons), 10 cases of bullying (eight with weapons), and dozens of “minor altercations.”

Deputy Chancellor Elizabeth Rose met with parents on July 30, the day before the damning list came out, and sang PS 191’s praises.

“They told us the school is safe. But it’s on this list,” fumed Andy Davis, who has a 5-year-old daughter. “With less than four weeks before school starts, the DOE has given us no other option.”

Under the federal No Child Left Behind law, students in “persistently dangerous” schools may transfer to a safe school. PS 191 has 510 students.

Last year, PS 199, which had 836 students, added a seventh kindergarten class to accept kids on the waiting list. This year, it rescinded the seventh class, saying it needed the space for a “cluster room,” typically used for science, art and computers.

The school added two kids to each of the six remaining classes, squeezing in 12 more, but shut out 48 others. The original waiting list was 94, but some families have turned to private schools or moved.

The DOE is violating its own rules, parents say. Every school must serve “all children who live within its attendance zone,” Chancellor’s Regulations state, and may reduce “non-mandatory programs” to make room. Other overcrowded schools use cluster rooms or trailers.

Many families chose the high-rent neighborhood near Lincoln Center, or stayed there because of PS 199’s first-rate reputation. In the latest state test results, 79 percent of kids there passed the tough Common Core math exam; 87 passed the English exam. The school is 66 percent white.

At PS 191, only 11 percent passed the math exam and 12 percent passed the English exam. The students are 80 percent black and Hispanic, many from nearby public housing.

“It’s not a racial issue,” one parent insisted. “It’s the test scores and the violence.”

The DOE is working to make PS 191 safer, a spokesman said. It will “make offers at other schools” for PS 199 castoffs this month.

Assemblywoman Linda Rosenthal, whose district includes both schools, blamed the crisis on the DOE’s “total lack of planning.”

Let's take the UWS as an example, since that's what's being used in the article. Looking at Corcoran (which isn't the end-all, be-all of nyc real estate websites, but it's a start), there are ZERO 3BR/2BA apartments listed on the UWS for less than $2M, and only TEN for less than $3M.

Yes the taxes are high in Larchmont at $35k, but you're not paying city tax (which if you're making say $400k a year is gonna run you like $12-15k per year) and you will never having the upcoming private school tuition for two kids from 6-12 grades which is going to run you $35-40k per year per kid.

Of course no rich or even middle class people in the city where I work send their kids to public school and the suburb/rural area I am in the district is 180. Even out here, a substantial portion send their kids to private schools.
