i went to Football Reference and look at his stats and the comparisons to other Hall of Famers. his stats, combined with two SB wins put him comfortably over the line. had he never reached the SB he probably would not make HoF.

If everything else was equal, Eli Manning did not perform well enough over the course of his career to be in the HOF.
Eli never got a single MVP vote. The only stat he ever led the league in is interceptions (3 times). On a pure career performance level, he's below Brady, Peyton, Rodgers, Brees Stafford, Rivers, Big Ben, Russell Wilson, Tony Romo, Matt Ryan and healthy Andrew Luck and Carson Palmer.
But everything is not equal, and the HOF has to take into account the real world. Eli is part of the greatest NFL family in the history of the league. He was the #1 overall pick. He lucked his way into 2 Super Bowls, beating the greatest NFL player of all time in both of them. He has gaudy stats, even if he did it in an era where everyone has gaudy stats. He did it in NYC. And post-career he's went on to be one of the most popular football personalities.
Because of that, Eli is a Hall of Famer. But he's 2 very lucky catches in Super Bowls away from being labeled the most over-rated player of all time.
