probably some resort/ski town. high-altitude cities tend to be shit because human nature has been to colonize the lowlands first, leaving the mountains to the desperate or those who had to flee from some other place. i doubt, for instance, the tibetans started out as a "mountain people;" that was something which happened TO them.

andeans don't tend to make great athletes in general; they're usually too short and squat for most applications, though their high-altitude endurance can get pretty impressive. maybe if the race took place entirely in the mountains.
