Other than being a military action, the cruise missile strike doesn't satisfy any of the other elements of "wagging the dog." First, the missile strike benefits the US because it avoided the shit show that Obama dragged the country through with his red line B.S.
The missile strike also benefited Russia and Syria. By giving the Russians (and therefore Syria) advanced notice, they were able to minimize the resulting damage to the minimum that was sufficient for the international community to move on from the chemical attacks.
