It's very interesting in SF
Any development is steered by a) NIMBY boomers who have lived there for decades and resent the tech boom b) rancid SJW libs
It's not laws like this that threaten new investment. It's the threat of one of the former two groups and city council axing your project 90% of the way through because the "Light Impact Committee" determined that the new 60-unit middle-income complex you are building was casting too large of a shadow on Juan's taco truck

The boomers are the worst and the core of the problem. They exist as an entire block of voters who either paid nothing for their housing (not the worst thing - a good investment is a good investment) or are in rent controlled apartments that they pay almost nothing on a relative basis for and are extremely difficult if not impossible to evict.
The later set is an extremely dangerous thing because the City is majority renters and having rent controlled Boomers fosters NIMBYism, Slumification (due to owners having no incentive to do all but the most basic CapEx) and the worst of all: insane liberal voting by people who are insulated from their decisions, forcing everyone who did not have the fortune to be born a Boomer to live with their increasingly deranged issues. Just look at the way the city has voted in the past 20 years or so, it is almost comical.
There are like 20,000-30,000 units vacant in the City as well because property owners are either absentee or have such a low cost basis they don't want to deal with rent control. I've also seen apartments in nice areas of the city used for fucking storage by boomers (like a duplex where a boomer lives in one and uses the other as storage).
