That's only 10% of the story. We delivered a fuckload of bombs to Nevatim back in March. Like thousands, all 500lb and 2000lb bombs. Yuge.
However they went into a stockpile that somehow still belongs to America. The bombs are located on this Israeli base, but the IDF needs permission from State Department to draw off the stockpile. The bombs are shipped by DoD, and belong to are military, but State Department controls Israel's access.
Before the WCK bombings there was a big fight at State Department over whether the IDF was complying with are laws regarding the use of these bombs. Not clear whether these are "laws" per se or promulgated regulations or just internal State Department guidance, but in any case these lawyers were saying the IDF was breaking the rules. However they were overruled by Blinken, based on assurances he claimed to have received from Israel.
Then the WCK bombings happened, and it appears at least some of the bombs were drawn off US stockpiles. At that point Blinken's credibility was shot and these lawyers who had been bitching just a few weeks earlier looked like savants.
Ever since then State Department has not authorized Israel to draw off that yuge stockpile at Nevatim. It's unclear why, but all signs point to a Saturday Night Massacre-type situation where State Department ppl would resign instead of authorizing the IDF to draw off the stockpile. So there may not have been an actual policy shift at State Department, but the effect was the same because no one would sign off on the bomb transfers.
Fast forward ~30 days and now we're hearing that additional shipments are being withheld. But it's unclear what kind of weapons are being withheld or whether it even matters, given Israel's inability to access existing stockpiles.
