XO's hosting/network has an IP-range or geographic filtering rule. A particular upstream/ISP route to the server is broken. DNS is resolving you to an address that isn't reachable from certain networks. The server is silently dropping connections from particular IP ranges rather than returning an HTTP block. |

That could be an upstream routing/peering problem, an IP-range firewall rule, or something at the hosting provider. It could also be a problem specific to particular ISPs.
The fact that the site is apparently having multiple people report location-dependent access on the same day makes an infrastructure/network problem considerably more plausible. |
