At-home at the very least for the dog's sake. I think the kids are too young to be present at that age. I would explain what's happening and why and give them a chance to say goodbye. Send their teachers a "handle with care" warning about what's happening and that they may get sad in school. Do it when the kids are not home. You don't even have to tell them it will be done in the home. That part's more for the dog so it isn't as scared by being at a clinic.

Just tell them 'doggy passed away in his sleep. He was old and had a heart problem. He didn't suffer.' Let them mourn the way they should. It teaches them that we're all finite without the unnecessary trauma.
