My first real concert was at 27.
I grew up in a small city, it didn't have much of a live music scene. The biggest factor though, was my strict parents. There was an all ages venue that hosted a bunch of punk shows. A lot of my high school friends regularly went there. I didn't go once.
Things didn't change in undergrad because I lived at home and went to the local TTT.
Things could have changed when I moved and went to law school. But I couldn't get buy-in from my law school friends and I was afraid of going to a concert alone. Then I had very shitty grades in 1L so I dropped out and moved back home.

I've come around to being on a similar page. The really great shows I've been to, I don't really sit down and reminisce about them very much. Even when listening to a great song, I don't really think a whole lot about how great it was to experience it live.
I think you do have to attend a number of shows to come around to this viewpoint.
Also, things might work out a bit differently if you're young. If my first concert had been at 16 with the band that I was a superfan of from the age of 11, that might have stood out as a really singular experience. Similar to how you remember your first kiss/sex.
