I don't think they use the phrase machine learning but it's implicitly what's happening. The machine learns to predict who's going to kill by studying people and later on starts developing its own solution to problems. Finch didn't sit there writing IF THEN statements on when to send him a number.

They literally show, among a bunch of other things, Finch playing chess with the machine to teach it. He doesn't sit there programming an amazing chess algorithm, he gives it a few games and does some teaching. What's more, the point of learning chess isn't to play chess, he's just teaching it how to think.
