It seemed like they were uniquely valuable as bait in scenarios where Mystery Inc. had a plan to cause their investigation’s target to begin chasing all of them in a very elaborate and disjointed way. It was almost as if they needed two really stupid team members to maximize the rage provoked. Also helped that they could be persuaded to put themselves in harms way at the drop of a hat, often while wearing pathetically bad disguises, just by offering them a few hits of weed and some snacks.

I always assumed they'd figured that out in a story prior to the start of the original series.

I miss how shows used to start without bothering with stupid origin stories. In episode 1, the heroes are together, already doing their thing. No need to say or show how it started.
