Donald Trump’s moment of humility didn’t last long. The billionaire businessman, still licking his wounds after a decisive loss in Iowa on Monday, is now crying foul, accusing Ted Cruz of stealing the election and calling for a do-over.
After congratulating Cruz during his concession speech on Monday night, Trump took to Twitter on Wednesday morning to make the case for why his loss was a crock.

I looked at this and, if I recall, the Philly people just cheated less, they started peppering in a few votes here and there. Basically, the difference between these two elections:

In the 2002 Iraq election, they didn't care and weren't even trying to pretend to be playing straight. In 1995, the Iraqis at least tried to give the results at least some plausibility.

Yup, the GOP does nothing. They complain about fraud, in a general way, but do nothing. Like you pointed out, it would not be difficult to actually prove the "no votes in 57 precincts" fraud, and this was egregious enough to probably warrant a real investigation or even reform, but they don't do it. Just find 100 white men in these precincts and ask them if they voted for Romney, it doesn't seem that hard.
I cannot answer, nor do I have any real guesses, as to why this is.
