If ur Moscow, same logic applies. Your first task is destroying US nuclear silos.
The US makes the locations of its nuclear silos well known for precisely this reason. They are designed to soak up the Russian nukes. Russia isn't supposed to know how hardened these silos are, and it's expected to err on the side of caution and throw its heaviest nukes at those silos out in the Dakotas. It would be stupid of them to target DC before they've taken out those silos.
By the time both sides have gone to town on each other's silos, you'll be reading about nuclear war in the news but you won't be feeling its effects, because both sides will have to estimate the other's second strike capability before deciding whether attacking a population center is necessary and proper.
There is no scenario where it makes sense to target population centers during first strike. All that does is invite second strike on your population centers, before you've had an opportunity to take preventative measures against that.
You also want to have all your conventional forces ready to go, because you may not have enough nukes to get the job done. It's a real possibility. You can't just use nukes and not also be on full war footing, with a draft and everything. |
